Carry Forward of Leave and Benefit of Past Service for Haryana Government Employees
Haryana Government employees are entitled to carry forward their earned leave and the benefit of past service when transitioning between departments, organizations, or even when joining from other state or central government services. However, specific conditions and guidelines must be adhered to for these benefits to be applicable. Below is an overview of the provisions related to the carry forward of leave and past service benefits for Haryana Government employees.
1. Carry Forward of Leave on Subsequent Appointment within Haryana Government
When a government employee is transferred from one department to another within the Haryana Government, they are eligible for the carry forward of leave and the benefit of counting past service for leave purposes, provided certain conditions are met.
Conditions for Carrying Forward Leave:
- Proper Channel Application: The employee must have applied for the new post through the proper channel.
- Resignation before Appointment: If the employee is required to resign from their current post before taking up the new appointment, the resignation will not result in the lapse of their leave balance. Their service will continue for leave purposes.
- Interruption in Service: If there is a break due to the employee being posted at different locations, the interruption (not exceeding the journey period) will be formally condoned by the Head of Office.
2. Carry Forward of Leave after Termination or Invalidity
In case of a subsequent appointment after:
- Termination due to abolition of post or lack of vacancy.
- Invalidation from service due to permanent unfitness.
The past service of the employee will be counted towards the length of service for the purpose of calculating earned leave, provided any break in service is condoned by the competent authority. However, this does not apply to surplus employees who are adjusted or absorbed into other departments of Haryana Government.
3. Carry Forward of Leave from Haryana Government Department to Organization
If a Haryana Government employee is appointed to an organization (both under Haryana Government), the concession of carrying forward leave does not apply. The state government will not accept any liability regarding leave carry-forward. However, the following provisions apply:
- Encashment of Earned Leave: On resignation, the employee is entitled to encashment of earned leave, as per the rules.
- Forfeiture of Half-Pay Leave: Half-pay leave will be forfeited.
- Counting of Past Service: The employee’s past service will be considered for calculating earned leave, provided the application for subsequent appointment was submitted through the proper channel.
Note: This provision also applies if the employee is absorbed in any Haryana Government Organization.
4. Carry Forward of Leave from Another Government to Haryana Government
Employees joining the Haryana Government from other state governments or central government departments are not eligible for the carry forward of leave. However, the following benefits apply:
- Counting of Past Service: Past service will be considered for computing the length of service for earned leave calculation.
- Proper Channel Application: The application for the subsequent appointment must have been submitted through the proper channel.
Important Notes:
- Eligibility for Casual Leave: If past service is counted for earned leave, the same will be applicable for eligibility to casual leave during the calendar year.
- Past Military Service: Ex-servicemen joining Haryana Government will also have their past military service counted for the calculation of both earned leave and casual leave.
This ensures that employees are well-informed about their leave benefits and past service credits when transitioning within or to the Haryana Government service.
